Mega Man Maverick Hunter X may 3D assets for the most part, but that game suffered in difficulty because they added animation to many boss attacks, telegraphing them significantly versus the SNES original where their attacks were damn fast and came out with little warning. Fuck's sake, they attached Final Sigma's claws to actual arms he has to physically swing with. For a game like Mega Man, you do not need lavishly detailed animation unless it's really concise, because otherwise either players can feel sluggish (some people really hate the PS1 era of X dashing because it feels they get animation locked, not knowing you can cancel), or make bosses too easy because you see everything coming.
Complaining that a giant intro boss isn't packed with a lot of frames of animation is basically stupid is what I'm saying.

Mega Man as a franchise is such an interesting thing because there's so many games that someone will have anything as a favorite. Sure, you'll see some consensus (Zero 3 is the most liked of that series, X1 and 4 were the most popular of that), but then some people will enjoy one game wholesale and shit on another and then the vice versa occurs with the target game's fans. It's not like Sonic debates, where the games changed so drastically per title that you have so much flipflop, it's just someone prefers one game in Mega Man and then that other game? pft, fuck that other game man, it's so bad, how can you like it?
