In the manga she actually earns her form and only has a useless attack for very little time. The 90s anime has her appear as a sensei in a filler episode and she never gains any strength(Which goes against her character as "Small Lady", who wants to grow as a person and fighter). Personally I like the gag of her attack being useless and her transformation being literally 1 frame of animation. But she should have eventually gained power.
