From the very beginning Night Elves should have been part of the horde and forsaken should have been part of the alliance.

Also Druid should have been exclusive to Horde while Mage exclusive to alliance.

Someone might want to check my math but I think shipping rocket fuel is better. Takes up more slots but moving the most per rocket launch looks like you want to ship rocket fuel.

Light oil is the most efficient to make solid fuel with. Cracking heavy oil down to light is 40 heavy to 30 light. So I think if you want to minimize rocket launches you want to ship rocket fuel. If you want to minimize space taken you'll want to ship light oil.
