One thing that's weird about this is that Reece of Kiwi Talkz has rebutted this and considering he was entirely correct about Kremlings coming back and also very definitely having inside sources with Retro Studios folk, I don't see much reason to not believe him despite Tanabe's words there.
Like some years back he interviewed a senior designer from Retro who worked on Returns and he didn't bring up Tanabe at all when discussing to why the Kremlings were given the boot in favour of the Tikis, seemingly framing it as more as Retro's decision to distinguish themselves from Rare's games: https://www.youtube.com/watch?v=y6YKebkPZNM
