It's not that, it's specifically how alchohol is viewed in media not for adults.
It often comes with a warning, or in the infamous cases of 4kids, is aggressively over explained to not be alcohol.
I think One Piece said it was Orange Juice in their dub. tl;dr explanation.
Depictions of substances in cartoons isnever just two adults drinking. Despite in real life, parents and adults drink around kids all the time. I recently watched Cars 2, and there is a mention of alcohol at the very beginning. But it isn't called that. It's "his usual." and the mixing of the drinks, despite them going into cocktail and wine glasses, isn't addressed directly. No one ever 'has a beer.' It's like knowing what alchohol is, is a bad thing. Makes a lot more sense if you grew up watching cartoons in the US. Because explaining it sounds like literal nonsense. But it's something that relies entirely on whoever's in charge giving the okay to depict it in any way. Gravity Falls even has a moment where Stan and Stanford share a flask, and it's the only time they do so. One scene, in the final season, I'd say, 2 episodes till the end? I forgot. But it was very much a 'we wont be getting anything new' type of move
