dess IS the surface level interpretation. it's the immediate reaction that ignores previous chapters and starts to muddy when you look into it too hard. there's a line of stuff in both the game and the sweepstakes that points to "find her" being a major motivation, and it makes very little sense and is a legitimate plot hole if december is the knight, just running around smashing shit like an edgelord.
there's also the fact that december as a character didn't exist when toby released the alarm clock dialogue in 2017, and survey_program released in 2018, making december a VERY late addition to the game. toby would have had all the ultra-major characters hashed out well before then, considering major characters like gaster and FRIEND are teased in undertale itself all the way back in 2015. she exists to justify character motivations and tie up loose threads/plot holes.

the forgotten man is grandpa semi, who was a child psychiatrist. kris met both sans and papyrus when he was getting his therapy. kris saying "geat to see you again" to sans in chapter 1 wasn't meta, he legitimately already knew him. the same goes for him asking about papyrus in chapter 2.

the bunker shit isn't a conspiracy, the bunker is just very VERY dangerous and susie is an outsider who doesn't know.
