Everyone who thinks they're gonna have an easy time ruling the world after taking over/defeating Sumeragi ends up in the same position as Nova (having to forcefully suppress adepts so society doesn't collapse) and I guarantee the same would've happened to Pantera if she won. All her smile and optimism gone as she realizes she has to be the oppressor now.
