This is the level of political literacy of the average Star Trek fan, everyone. The Federation has very little in common with communism, it's a highly individualistic society with extreme pressure on success. It's an idealized, money-less version of the American Dream really. If you seriously think China is closer to Roddenberry's utopia than the United States, I'm really not sure how can I help you.
In reality, the Federation represents a form merit-based economy, where service and excellence grants you better social status. Private property is alive and kicking as proven by Picard's family vineyard. If you're looking for a real political system close to the Federation, maybe resource-based economy, but it's not a perfect match either.
