The case you mentioned is sad, but many of the burdens of society are caused by people not having to rely on a network of people to help support them.
The government has been used as a second husband and even was made to replace relational safety nets. This is how we've fostered a culture where a kid can troon out or spouses can nuke their family on a whim and not suffer the consequences. Or the modern luxury of someone living comfortably while hating their own family and feeling no loyalty to their siblings or parents. Our welfare system has systematically permitted many modern horrors that would've naturally been discouraged if it were not for the design of our welfare system.
The less we make people dependent on the government providing everything that a husband or network of friends and family is supposed to supply, then the more healthy a society we will have because people will adapt in a way that permits these real safety nets to exist for themselves. The end result, though it will take time, is far more desirable and plays a part in fostering a better for society.

People will then need to invest more in support systems and social safety nets, like keeping good relations with their families which will many to consider how their actions will affect not just themselves but if it will cause strain on their families and endanger their network. Because one cannot expect people to come to their aid if they're an asshole to their support network.
