She's kinda boring in the movie ngl. The whole 'very competitive honse' sounds like it should be cool but when it's your literal only character trait, it kinda falls.
That being said, I've seen some of her JP events translated and she does seem more appreciable there.

Putting Tachyon into an antagonistic role was meant to reflect how Tachyon was viewed in Japan at the time. That's also why Jungle Pocket had mental health issues as a consequence of Tachyon's dominance. The press were under-mining other horses/jockeys and their accomplishments, races were seen as lesser because Tachyon wasn't in it, there was an air of 'oppression' left in the wake of Tachyon's existence. They're the villain not so much because of their actions, but because even IRL they were so strong that it victimized others to be put in competition against it.
CynGray does the same thing with Super Creek. The narrative of these entries aren't just about the races themselves, but about how the racing community at the time felt about them.

They trained together IRL and spent a decent amount of stable time with each other, thus why they share a hang-out room in the movie and are "friends" in the game.
