From what I gather, SKG's campaign stalled out because there wasn't a tangible villain to fight. Sure you had the corporations themselves, but they've been around for so long, it just creates apathy on the side of the gamers where they just don't care.
Enter this rat and suddenly you have someone to not only work again, but he show reaction to your work knowing it's working.
tl;dr SKG needing a villain they could see.
