Too few children and families are caused in part by feminism itself (funny, considering the origin of this whole disaster) which encourages women to take on job careers rather than raise children; another cause for the issues you mentioned is the worsening economy, you can't really live comfortably if you choose to raise a family; lastly, the whole state of this world just doesn't seem as nice to be in anymore, even if we're relatively comfortable needs-wise there's a general mysterious feeling of malaise in the air, you can't put your finger on it but it dissuades you from bringing more children into this world.
