Assault is a 40 gold bounty, and jail sentences translate into 1 day per 100 gold (up to a maximum of 7 days). Realistically you could get drunk, rape two women, then sleep off the beers in county jail to be a free man the next day

You can also persuade guards not to bother with any bounty under 100 so at the bare minimum you can get two rapes in at each Hold (18 rapes in total) before you even have to serve a sentence. Personally I'm gonna go for the struggling Argonian tavern owners in Riften (both of them) as my first port of call
