GL is garbage at killing heavies in comparison, the shock GL isn't. That's the biggest difference imo. You're trading the ability to destroy bugholes for being able to kill heavies.
That's a fair change. You can use shock GL with supply pack too. They both have ups and downs, this is a good new addition to the game that doesn't replace the regular GL because clearly you could definitely prefer a GL for the areas that it excels in that the shock GL does not.
