Chara is a distinctly separate entity from the Player in Undertale. In Deltarune, it's just us and Kris, yeah. In Undertale though Frisk, Chara, and the Player are all there, with the player only ever really being directly talked to by Chara at the end of Genocide.

Eh. I doubt that will happen. I don't think Toby is the type to make romance a choice, especially in a game about how your choices don't matter.
