In the end, I think there's too much pressure not to delay the Genshin anime until 2031.
KnY keeps almost all of UFO's hands on deck all the time, so they don't intend to delay the end of the franchise more than what is needed to deliver a top product and print lots of money. It's a pity. Not the most ideal outcome, but meh, it's still better than what 99% of anime will ever get.
As I said, I still think there will be a "goodbye episode" included in the TV version of Infinity Castle, as it would not demand another year of hands tied to produce a 45min. special.

I'm not the first to voice this theory, but the trailer actually hints at Zenitsu's fight only being teased in this movie.
Notice it's the only one of the 3 main fights where we don't even catch a glimpse of action (we see Shinobu and Douma clash, and we see Akaza attack, but Zenitsu and Kaigaku is literally just the intro scene).
The math works perfectly if the Kaigaku fight is moved to the second movie.
It would look like this:
Movie 1 => 23 chapters with NO Kaigaku fight
(already longer than Mugen Train btw)
Movie 2 => by adding the Kaigaku fight, we get a similar lenght to Mugen Train (especially if anything is added to Zenitsu's, Inosuke's and Douma's backstories)
Movie 3 => the Koku fight is already as long as the Mugen Train arc by itself, especially if they add anything to his backstorie.
