Pull weapons for Main DPS only unless you are a spender. Some older weapons are extremely universal like Stringmaster and are worth getting as they work for everyone.
As for reruns it depends. They usually rerun a character when it's a recommended teammate like Phrolova wants Cantarella so Cantarella will rerun with her. In general right now reruns don't happen very often but last patch we had a rerun of every single character in one banner. Honestly their stance on reruns is not very clear. They used to happen often in 1.X but not that often in 2.X so we don't know how they will handle it in the future.
