The identity of the voice on the phone is being obscured. They don't have a talk sound, it just plays a generic electronic effect.
It is very likely that this is not just them being hidden from the player for story convenience, but something actually being done in-story. Chapter 4 made it very clear that Kris and the others who know about the SOUL know that we can hear things even when we're not controlling Kris, when we might not even be visible. The voice on the phone is deliberately hiding their identity from us. They probably also told Kris to wipe their phone's contacts and history so we couldn't find out that way either.
Carol does not need to hide her identity in the Weird ending because she's calling and speaking to Kris purely in her capacity as Noelle's mother. Nothing she says is inherently suspicious or conspiratorial, aside from the fact that she's calling Kris at like 2 AM.

I think it's useful to think we're usually picking Kris's choices, since that makes choices a way to express/explore Kris's character, but there are also times that we're definitely doing things they don't want to go along with and are asserting what WE want, most obviously in the Weird Route
"Choices Kris doesn't want are intrusive thoughts" made sense in Chapter 2 but that's definitely not the intent anymore with "ME"
