It works for Isaac because with items stacking up a large item pool makes every run somewhat different but doesn't feel like it's hampering you, getting a mediocre item is still getting a bonus. In likes of Dead Cells where you can only carry a few items, you will likely just go for the same builds every time so most of the unlocks just start getting in the way.
Dead Cells would've worked better as a classic arcade game, something closer to Shovel Knight, rather than going for the roguelike meme, especially considering that it tried to go for the hardcore approach.

I've played city builders and tycoon games before and despite the popular belief they're not quite the same thing. There you mostly play with numbers and try to optimize your logistics and space management, with only time being your enemy. In RTS you have a very clear goal of not dying, and maybe destroying the enemy base, but that's not relevant here. So you work towards not dying, find good defensive positions, erect sturdy defenses, ensure your base doesn't have an open backdoor etc. The idea is to make sure that nothing can break you. This is why I also love Factorio, as it gives you a constant and rising threat of the bugs coming from a blind spot and fucking up half of your production line, so you have to cover a very wide open area with walls and turrets, while keeping the possibility of expansion in mind, and maybe getting a second line of defense in case you get caught with your pants down. You just don't get this kind of thing out of SimCity, or Total War games for that matter.

I really love how the model looks but everything else about her seems less than interesting. Maybe the actual streams will be different, dunno, not sure I'd want to stick around.
