Honestly Boom seems like it was the first attempt at timeskipping the modern cast, then they got cold feet an declared it AU. Frontiers feels like it's something they really want to do and would probably benefit from older-looking designs.

I presume IDW is stuck with an older version of the guidelines that was still using two-worlds, like how Paramount got stuck with it for the first movie and they had to run with it. In-Universe, no explanation is given right now, but we know the human military was hit pretty hard during the Eggman War, so maybe the continents are in a worse state than the islands and human civilization is in shambles. We'll probably find out whenever we timeskip post-Frontiers, when Victoria appears.
