Okay but let me puncture your theory with something. Sans is one of the two elements in Undertale that are actually aware of resets, and he's the only one who keeps track of them, and he's also the only one who explicitly mentions timeline fuckery.
And this chapter has confirmed almost beyond doubt that he comes from the Deltarune verse.
So it's a stretch to say that things don't function the same in Deltarune, and it's outright impossible that nobody is keeping track of resets in Deltarune. At least in my opinion
