The question is what Jemhadar can do on their own. Can they make ketracel white? Can they make new clones? Ships and weapons? How much are they dependent on Vorta for non-combat jobs, or is their another slave race of Dominion jannies?
Of course they could be like Mongols and kidnap engineers and useful people to do those jobs for them. Any Alpha quadrant power would fall over themselves to provide tech support in return for their own JH army.
