But you want a tactical officer who gives you the martial options. That is literally Worf's job as Tactical. The combative option must always be explored even if it's to be discounted.
Good bridge officers give their captain options, according to their various expertise and obviously he valued Worf very highly.

But its a ticking clock, a time bomb, once the white runs out they are fucked so its find a solution before that. While the Jem'hadar being very smart and basically savants as in get shown something once and they can reproduce it perfectly. Also natural tacticians they are working on contingencies, maybe some of them start becoming enamored with the klingon whole honor system and try to adopt it. Idk their is a lot of ways to go here. The times children one Worf taught his kids to go hunt dangerous predators and game to sate their blood lust so that might be part of it, they need a planet that has dangerous wild life. This is just the start of course, curing the white addiction is step one, curing the reverence of the founders might jot even be possible, note the "rebels" never directly defied a changling to its face. Other races make the weapons and ships for them we saw that in starship down, but that doesn't mean the Jem'Hadar couldn't learn to do it themselves we see how capable they are many times. It would be a series all to itself surprised their wasn't any novels written about exactly this.
