Niche communities can be restored but it will require people with vision and discipline. Deploying the software is the easy part but getting people to contribute is hard. Everyone wants a ready made community but that is not possible.
People that are interested need to find a place they like and use it, post, whatever and keep doing that every day or week or whatever.
It is like exercise, the first day is the most difficult, but it will get better each day after.
