If your outsource, you're not able to restrict who touches your code to just the 5% who are minimally competent. If you hire an H1B, there's no guarantee they're not part of the 95% who were given a degree without any ability to write working software.
It's like Walmart coming into town and using brute force market manipulation to drive everyone else out of business, at which point you have no choice but to deal with them. The more Indians take over the tech market in the west, the more your only choice will be to accept their level of ability as everyone else will have been pushed out.

No wonder he misses every timeline he puts out. He keeps assuming that he can get western quality engineers at third world prices by using Indians. His worldview requires this to be true, so when it turns out to be false, he has to come up with increasingly complex structures to excuse the failures.

MBA bros only care about getting their bonus for reducing the current quarter's expenses. It they blow up the company, they can just move somewhere else and repeat the process. Most know to leave before everything goes to shit, but while they're able to honestly say "I reduced labor expenses by 43%, leading to a ten million dollar increase in profits". CEOs see that shit and it's like catnip to them. They can't resist hiring the MBA bro to do for her company what the MBA bro did for the other company.
The MBA bro doesn't even need to work that hard on it. Hire one Indian to head up the IT department and that Indian will take care of the rest, quickly pushing out all of the existing employees in favor of low cost Indians. To the CEO, the results are amazing and fast. The destruction takes longer to notice.
