"They're all being blackmailed" is a comforting fiction. A cope. It presents the hope of reform once the corrupted are exposed and replaced.

They aren't. They're bad people. Americans, Christians, they do what they do and serve who they serve because of who they are and what they believe. The child sex is a "perk" offered by their master, not a means of enticing the uninitiated, not a leash for ensuring control. They have control, heartfelt loyalty, long before it gets to that point.
