As to the second question: your mother was lied to. Pretty simple. She was told it was for health reasons, that it didnt hurt, and that you'd be ostracized socially for not being mutilated.
Circumcision in infancy is historically rooted in Judiaic traditions. Circumcision elsewhere takes place at the age of around 10 and is a ritual practice intended to dissociate sexuality from maturbation. Most men will mastirbate basically non-stop unless mutilated.
Mutilating the orgasm reflex makes those men more productive in other areas and therefore more useful to the governments/religious institutions that control them. It's just memetic natural selection.
