Maybe the problem could be a toilet flange or some other appliance leaking water and it going to that spot. If it's really something from the outside and you can't fix the root issue. I recommend:
>Get rid of all ugly and loose plaster with a putty knife
>Apply 2 coats of liquid sealant/primer to the cement area. Wait 1 hour at least in between coats.
>Plaster the area as you'd normally would
>Sand it down smooth to match the rest of the wall and clean off the dust
>Apply primer to the area again, just 1 coat so you can then decide to paint it.
With the last step, I would recommend just painting that whole wall section like you'd normally would after plastering, which is priming the whole wall and painting two coats of paint. All of this so that it's looking good again.
