if the water is coming from within the wall, plastering will bloat and fall off. make sure the original source of moisture is dealt with beforehand.

You're absolutely right, but unfortunately, the exterior of the building belongs to all the apartment owners, and getting them to organize and insulate the exterior walls is nearly impossible. People just seem to prefer to have mold in their apartments

No, anon. I didn't. This is an apartment building, not a house. The exterior walls belongs to everyone and getting people to organize is not easy, even if everyone is having mold inside their apartments. If you know how to fix that problem, please tell me.

OP here. Started the job. So far it is going ok.
I'm using a soft mortar for a the first layer (around 5 mm).
Then, I'll use a cimentitious plaster (not gypsum based).
Will try to post pictures

Maybe the problem could be a toilet flange or some other appliance leaking water and it going to that spot. If it's really something from the outside and you can't fix the root issue. I recommend:
>Get rid of all ugly and loose plaster with a putty knife
>Apply 2 coats of liquid sealant/primer to the cement area. Wait 1 hour at least in between coats.
>Plaster the area as you'd normally would
>Sand it down smooth to match the rest of the wall and clean off the dust
>Apply primer to the area again, just 1 coat so you can then decide to paint it.
With the last step, I would recommend just painting that whole wall section like you'd normally would after plastering, which is priming the whole wall and painting two coats of paint. All of this so that it's looking good again.

I would use drywall mud to patch that and then paint over it with BIN primer to seal it.
