Those would have never been as good as New Vegas. The key POINT that FNV is so good, is they could use all their dev time to build the RPG elements instead of the engine, world, assets... They could spend their entire cycle on making quests. Any other Fallout game would have to be built from the ground-up and be a lesser RPG because of it. FNV was a lightning in a bottle perfect storm situation. Nothing like it occurs naturally. They had a whole game finished for them to start with.
