A-Life's foundation has been implemented in the background since 1.3, in game its been added in 1.4. The game actually does track entities offline now with their own personal destinations, you can cross paths with the same guy multiple times provided he doesn't die to something out of your control like running into a dangerous mutant group.
On the other hand, that's pretty much the extent of it, I won't bullshit you by embellishing or lying but I will tell you how it is as of now instead of what the butthurt political influenced cunts want you to believe. Its pretty barebones in that stalkers will go out hunting for artifacts and can die doing so if they happen upon bandits or mutants and that's the extent of it so far.
