Two reasons
Ledian is not intended to be as good as Arceus. Pokemon isn't just an pvp strategy game, its also a fantasy rpg. Having your little critter you catch immediately be as powerful as the end game boss is just not narratively fulfilling.
You could ask why Zekrom can't compete with Miraidon, which would be a fair question to ask, but I think that's on similar levels to Steve/Ganondorf
Two, the character count is literately over 10 times different. 89 vs over 1000 characters to balance.

I've been trying really hard to lose weight, and for some reason it's been making me barely able to crap. Today I finally shidded really hard. Then, I went to shower and clean out my butthole but I guess it loosened up more shidd so I ended up making a huge mess in the shower and had to clean it up. But my butt feels more empty than it has ever felt in my life.
