Logistically they would have to. Caesar controls all of Arizona and considerable territory outside of that. We also see a Legion-affiliated entity act on their own accord without the Legion directly overseeing them, the White Legs. So while having to live directly under Caesar's eyes and ears probably sucks major ass, it's infeasible they would watch all of their territory in such equal measure. Arizona is probably full of little towns similar to Goodsprings who provide their mandatory crops tithe, have forgotten what raiders (or theft) even looks like and that's about the limit of Caesar's influence.
