I went with the Independence ending my first couple playthroughs but then I went with the House ending on my third playthrough and honestly I like it way more. I really like endings like that where you side with someone who should definitely 100% be suspicious as shit and probably have a big grand betrayal scene and it just doesn't happen because they're actually keeping their word.

I feel like a lot of people on the internet don't like how he just wants the Brotherhood of Steel bunker blown up, but for me, that's a super easy choice. The more I think about the overall world of New Vegas and what's going on between all the factions and everything else, the more I end up preferring the House ending.

The BoS thing was explicitly the developers trying to give at least one reason somebody might see House as not objectively the best choice. They realized there wasn't really any other choice where you could ideologically butt heads with him, because he's usually pretty chill and willing to be flexible/work with your worldview. Having one where he just literally CANNOT be swayed against destroying a faction is just for a bit of friction.

There is an argument that can be made for them, the issue is just that the game does a poor job supporting/showing it. Which I would say is probably one of the biggest flaws with the game (and I think the writers would agree). It's hard to justify a really good reason to side with the Legion unless you just want to be an asshole.

The idea is that the Legion is incredibly brutal and harsh because that's what is necessary to tame the wasteland and make it safe. They're authoritarian because you need an incredibly strong, decisive, efficient government to rise to the challenge of the mutants, rad-beasts, raiders, and tribals that plague the world. As contrasted to the NCR being gentler but having an ineffective government that often causes a lot of issues. The comparison can be drawn to the Roman Empire, which was also harsh in a lot of regards, but that sort of approach was often pretty useful in antiquity to spread "order."

The issue with that is that the world doesn't FEEL like it's dangerous or harsh enough to justify it. You see the Fiends, but it doesn't feel like it's a constant problem plaguing the wasteland that only the Legion could properly handle. It's sort of the intent, but the Legion is also fueling the Fiends as a weapon, which undermines it. The game needed to sell the idea of constant brutality, violence, crime, death, plague, monster attacks, and disorder to make it feel like the authoritarian faction had a solid argument (and it's probably the only way to get normies to actually engage with and sympathize with a fascist (literal, no derogatory) faction). It doesn't help that we ONLY interact with the military arm of the Legion, which just gives us the perspective that they're essentially another raider gang. We don't get to see Legion citizens or women, for example, so we don't get a perspective on them having normal civilization that's safe, other than Raul and one other guy talking about it.

Logistically they would have to. Caesar controls all of Arizona and considerable territory outside of that. We also see a Legion-affiliated entity act on their own accord without the Legion directly overseeing them, the White Legs.
