If both are buffing someone with 1800 attack Sanhua at S8 will give 344 more than Roccia if you do two breaks and 164 if you only do one. However she only beats Roccia's buffing on non Havoc teams, also Sanhua is only adding to your damage via her buffs. Her short field time is nice but most buff windows aren't that tight, so taking a bit more time with Roccia on the field, who will do more damage and group everyone together for your carry has real value.
The thing with sub dps/buffers is that you don't roll for them unless you have someone you want to use them with. Roccia is better for Cam and Canta than Sanhua is just like Lupa will be better for Brant and Encore. The only character right now that really wants her is Cartwheel and in that team she is just a cope pick for people with Cia.
If you are f2p and can't or won't invest in buffer/supports then yeah she is the goat. However for me if I have a hypercarry then I want their best support.

Why would Roccia be on the team, this doesn't look like a quickswap setup with more than one sub dps and I would assume Phrolov is going to be a on field dps. With Cantarella already needing a good bit of field time as is I don't see where Roccia would fit in
