It's because the silicon valley tech sphere is insanely fucking Indian and they're associated with insanely low-quality, cheap tech labor. AI would—in theory—enable these individuals with blatantly fabricated certifications to functionally replace people who actually understand what they're doing while costing pennies on the dollar compared to actual experts with years of experience. Most people would presume the Chinese government taking an interest in something like AI to be completely utilitarian as their incentive is to improve their ability to project power instead of solely focusing on saving money via cheap brown slave labor. Mind you they already have the slave labor part, but that's just called communism.
