Easy. 1999 computers, and while the original game had an upper limit of 200 population that would eventually become the norm as they got faster, the campaigns would be locked to 75 population outside of a few scenarios until DE raised the caps in AoK/AoC ones. A lot of AoE II's design decisions were also influenced by the original game's balancing pitfalls and also supposedly competitive feedback, and that has probably made for a better game between casuals and pro players.

Forgotten Empires made their start through a mod of the same name with the scope of being an unofficial expansion, and bugged Microsoft after AoE II HD became a thing to make it official, forming an LLC to make working with them easier. And so since 2013, fans got hired and are still technically leading the direction of the game ever since, considerate of 200 population games being the standard for general balancing, and any keeping discernibly tighter limits on scenarios is intentional on the campaigner's part. With CaptureAge on board for Chronicles, you'll see a lot of Battle for Greece scenarios balanced around 200 units tops as well.

Higher population limit caps have existed in all versions in some manner, be it official or by UserPatch, but 200 is still more or less the gold standard, rarely raised or lowered.
