Wait, this made me realize something. It seems so obvious in retrospect.
The reason we don't see any official governing bodies usually is because the pokemon world is run by oligarchs. Companies are the closest things we see to actual governing bodies. Kanto? Power split between the Indigo League and Silph Co. Team Rocket being able to get away with their behavior before the Saffron takeover is because they were for all intents and purposes the third largest corporate power in the region. Police seem powerless because they are nothing more than local peace keepers, it would be like a small town sheriff trying to stand up to Walmart. The highest form of governing roles we ever see are things like mayors because towns still need that local organization.
But it makes so much sense. Silph runs Kanto, Indigo has major control of Johto which is why Lance actually gets shit done there, Devon runs Hoenn. Unova has such a high degree of cultural mixing and corporate competition that no single company other than the League has major power (explaining why the Gym Leaders are so proactive there). The Tapus brought the hammer down hard on companies trying to get a foot hold into the region shown by the supermart. Rose pretty much runs the entirety of Galar with Macro Cosmos. Geeta's league seems to do the same for Paldea.
