He's solid. His blood artist effect being target player rather than all opponents is awkward in a multiplayer format, so you are gonna need to run more of that effect to really get the most out of that part of the strategy. Making an uninteractable emblem is pretty fucking cool though, He has good card draw potential on his transformed side, but his front side is one card a turn, which is fine, but most card draw engine commanders can do better with less investment. Compare another card in a similar archetype released recently: Zurgo Stormrender, who is fairly popular, I would consider sephiroth to be a sidegrade to them.
