And so basically, over the course of the AotK games, you see the longterm efforts of the agents of History all come to bear in their goals of flipping the cycle back to the killing phase. What we see at the end of the final game is turning of the cycle once more to the killing phase, where the normal state of the world is killing and non-killing is the exception. Where there's not serial killer outliers in "normal" society, but most everyone in society are killers and society itself even is geared towards killing, while non-killers are the outliers.
All of this is of course complicated by the presence of BB, whose existence and actions convolute the process and even influence it. To the extent where after the end, The Killer of the new phase of the cycle is BB herself. Or, rather, "BB" herself. The perception and ideal of her, in the same way that The Killer was the perception and ideal of serial killer.
