That's not how recessive genes work. And while I do believe that most of the Human Village has a little fairy in them, the important part is that significant non-human ancestry dominates true human genetics, which is why most of the villagers have proper black hair except for the freakshows who clearly aren't pure human stock.

The talent part is about her ability to develop and progress her magical abilities, which for her is lacking compared to the superior magicians who are comfortable practicing their arts in the human village. Marisa can only progress through extreme study and great difficulty, so despite an innate ability to use some magic, she does not truly make for a good magician.

In Marisa's case, pure offense. She's not like Byakuren or the Taoists, who have bolstered their bodies through magical means.
