How do you know he doesnt listen to her, he always acknowledges her and keeps her as a source of information and mission assistance. Of course he takes consideration when she asks or tells him to stay safe or remember who he is and how much she means to him.

Shadow isnt unresponsive to her skills and capabilities. He holds her in high accord and vouches for her every time he needs her. Hell he just did this in crossworlds. Everyone in the cast basically calls her the best thief and spy in the world and the goat.

Rouge's independence in SA2 was presented as misused and wrong. Until she met Knuckles and worked with Shadow, she changed her ways and became more accepting to help and trust to those she holds dear, which is what Shadow provides to her, and in turn she gives Shadow a great amount of support and loyalty which is therapeutic resolve for him, she's the only one who treats Shadow like Maria treated him, a ray of hope that stirs him to stay move on to a better tomorrow along with Sonic.
