No? They are the same size as the new beakies, which makes them a lot smaller than the new 40k terminators. All the new terminator characters in 30k have the same scale as the new 40k terminators so it seems the new cataphractii will also be just as big.

There were huge firstborn and armour, by design, needs to be adaptable si the next guy can wear it after the previous owner died. And even if we ignore all that, look at terminators. They didn't need to make a whole separate armour just because they are now bigger.
