I should rephrase. Euro defense establishments can't just say "We should raise defense spending because Russia is a threat." The politicians will just brush them off.
The generals and analysts need to stand up and scream "Russia WILL invade in five years" to get anywhere, even if that is unlikely.
There is a credible threat to Europe, but it's being overstated.
