Next 0rder has a couple unskippable cutscenes, but it's only the full-motion ones that are in-engine. Pre-rendered cutscenes can be skipped, and if you hold one of the buttons on whatever you use to play it with, it turbo-fast-forwards through any of the dialogue cutscenes.
Next 0rder also has some mods on PC you can mess around with if you want.
