It works because it doesn't take itself too seriously. They reallly lean into the over-the-top film noir style in just the right way to make it endearing. Too silly and you get disengaged, too serious and you end up with a dreary-ass game with an overly mopey protagonist (see Max Payne 2 and 3). 2 and 3 had decent gameplay but just lost me with 2's "tragic" plot and 3's suicidally depressed Max. Ugh
