Where do you draw the line between northern italians (white) and southern italians (non - white)?

Does anyone else feel sorry for Northern Italy? They are white like germans and swedish people but because of cursed geography they are lumped in with southern europe. That isn't fair.

Does anyone else feel sorry for Northern Italians? They are basically of nordic/germanic stock but they are stuck with southern euro meds attached to them.
