The nature of government is to be a referee. It is to arbitrate dispute, enforce fair rules, and to punish those who break those rules. What is considered fair, or punishment is decided by culture, history, and precedence but that's not what's important. What's important is know that communism is playing a game without a referee. We have all experienced that without a reff, a game quickly dissolves into Calvin ball level of made up rules and everyone just fakes the points. When there are no rules, the player who cheats the most wins. The ultimate cheater is always the bully unwilling to loose at all costs i.e. the dictator
