I think Deldar will show up in Dark Heresy again simply because not putting them in a game with morale and terror mechanics would be a waste, especially given that they already made assets for them.
Also at least twice was Night Lords vs Deldar theme used already. I can see in DH at some point you ending up caught in a crossfire between battling Night Lords and Deldar (and Mandrakes), each using their own terror tactics against each other and innocent populace. A very nice premise to realize in a visual medium like video games

No way. Even trailer doesn't portray them as such. They will be villains at the beginning with whom you will be allowed to ally against Tyrant Star eventually. Whatever is behind Tyrant Star will be the main villain. Might be Tyranids
