Literally the majority of Europe leaned towards alliance with Nazi Germany. Even Russia wasn't without its share of Vlasovs. The fact that Finland, Sweden, Switzerland, etc. quite successfully leveraged their diplomacy with both the Axis and the Allies just shows that they had high-IQ leadership.
